Invitation for Bid 2021-203

Construction of the Temporary Mechanical Building & Utilities Equipment Installation

Pursuant to the Government Hospitals and Health Facilities Corporation (GHHFC) procurement policy, the Gov. Juan F. Luis Hospital & Medical Center (JFL) will accept sealed bids for the work described below. Proposals will be received until July 1, 2021, @ 12:00 noon ATLANTIC STANDARD TIME

DESCRIPTION OF WORK:
Construction of a Temporary Mechanical Building and Equipment Installation at the JFL Hospital & Medical Center that will provide utility services to the Temporary Hospital Structure (THS) and the Virgin Island Cardiac Center (VICC).

The scope of work includes constructing a mechanical building and installing equipment that will provide utility service to the Temporary Hospital Structure and Virgin Islands Cardiac Center.

The scope includes the building to house new mechanical equipment that includes but is not limited to medical gases, fire pump, domestic water pump, water filtration system, water heating system, water UV filtration system, medical air compressor system, medical vacuum system, the installation of an owner supplied oxygen generator and other support structures as designed.

The Contractor shall procure and install all systems. Detached from the new mechanical building, the project includes a new water tank to supply potable and fire protection water, an area for bulk oxygen tanks and a backup system, and an emergency power generator.

Utilities will be distributed via an above-ground pipe rack and underground trenches connecting the new mechanical building, oxygen tanks, propane tanks, VICC, and the THS.  The Contractor will be responsible for trenches to connect water and power source from the northwest corner of the hospital site. The Contractor shall be careful not to impact existing underground utilities in use and adjacent building structures.

Civil, Architectural, Structural, Mechanical, and Electrical Work shall be in accordance with the Drawings and Technical Specifications. The drawings will be available for the 15-day duration of this procurement.

We recognize that some of the required equipment to be procured are long-lead items, and therefore the first task required from the selected Contractor will be to order the equipment within two (2) weeks of issuance of the notice to proceed.

The Contractor shall construct the items listed below and the more specifically detailed in the drawings in strict accordance with the specifications listed elsewhere in the Contract Documents.

The proposed liquidated damages which may be assessed for failure to complete the project on time will be included in the Contract for the Project using the schedule of rates set by GHHFC.

The proposed estimated time to complete this project is 248 days.

1.      Pre-Bid Conference and Site Visit will be on June 22, 2021 @ 2:30 P.M. (AST)
2.     Last day for requests for written clarification will be June 23, 2021 @ 12 P.M. (AST)
3.     Responses – Addenda or Modifications to Solicitation: June 25, 2021
4.    Proposals will be accepted at the Hospital, no later than July 1, 2021 @ 12 P.M. (AST)
