POSITION SUMMARY

Provides leadership, direction and administration of medical, administrative and clinical aspects of hospital activities.

An employee in this class serves as a liaison between the board, hospital administration, and medical staff and mediates between chiefs of services and their staff. Under the supervision of the Chief Executive Officer, the Chief Medical Officer (CMO) serves as a member of the Executive Leadership team and plans, organizes, and directs the medical services and medical programs of the hospital consistent with the strategic plan.

He or she shall be a full-time Medical Director of the Hospital’s affairs, and shall be responsible for the discharge and performance of assigned duties and shall execute them in strict accordance with the Board by-laws, Medical Staff by-laws, all hospital policies and procedures, rules and regulations and instructions from time to time promulgated by the board and the legal and professional requirements governing the operations of the hospital.

POSITION RESPONSIBILITIES/DUTIES

1.       Works with the hospital CEO, and Executive Team, hospital board and employees as the chief advisor on clinical quality, safety, and medical staff development.

2.       Plans, develops, and implements departmental goals and strategies for health care to ensure the effective delivery of medical services as well as compliance with local and federal laws, and hospital requirements, rules and regulations pertaining to the practice of medicine within the hospital.

3.       Directs and coordinates hospital policies, administrative directives and medical staff by-laws in the areas, but not limited to, quality assurance, control and improvement, utilization review, cost control, clinical department services, continuing education, and medical affiliation.

4.       Maintains liaison with professional groups and medical regulatory agencies within the Territory.

5.       Provides leadership in setting the standards of professional conduct for the medical staff, under his/her supervision within the hospital.

6.       Supervises and evaluates the services provided by the medical departments and implements changes as necessary; consults with and advises the hospital’s organized medical staff (i.e., attending physicians, hospital based physicians, house staff, contract physicians) the elected officers and committee bodies on administrative directives, regulatory policies and procedures.

7.       Serves as an active staff member in the medical department of his/her specialty; interviews and/or reviews recommendations of chief of medical departments of applicants for professional medical positions and recommends to the CEO the appointment or removal of professional medical personnel.

8.       Prepares records and reports; assist CEO in formulating and developing a total medical service budget.

9.       Advises the CEO on medical and administrative problems; confers regularly with and reports to the CEO.

10.    Develops an effective process for medical staff recruitment, development and retention.

11.    Ensures appointment of medical staff is compliant with sound credentialing practices.

12.    Participates in the development of new medical service opportunities that meet diagnostic and patient care needs.

13.    Performs other duties assigned.

REQUIRED QUALIFICATIONS

1.       Medical degree required.

2.       A minimum of five years of experience as a practicing physician of which three (3) years of the experience in administration or supervision with evidence of continuing education directly related to the job specification.

3.       Knowledge of medical staff organization and structure, outcomes-based quality of care, clinical effectiveness and performance improvement. Current license to practice in the USVI.

4.       Six Sigma Greenbelt certification preferred.

5.       Current Advanced Cardiac Life Support (ACLS) certification, BLS, and PALS certifications.

 REQUIRED KNOWLEDGE/SKILLS/ABILITIES

1.       Knowledge of the policies and procedures, Medical Staff By-laws, rules and regulations, responsibilities of the Department Of Health, and federal programs/regulations that apply to the practice in an inpatient care setting.

2.       Ability to properly use necessary tools and equipment.

3.       Knowledge of Medicare requirement.

4.       Knowledge of Union contract administration.

5.       Maintenance of Emergency management Plan in coordination with VITEMA.

6.       Knowledge of analytical and grammatical skills necessary to communicate effectively, verbally and in writing.

7.       Skilled in maintaining records and preparing reports.

8.       Knowledge of basic prevention techniques in the safety and transportation of goods and services.

9.       Ability to work with a wide variety of other professionals and staff engaged in the delivery of health care services.

10.    Ability to gain the confidence and respect of the public to be served.

11.    Ability to work well independently including without administrative support when required.

12.    Organizational, multi-tasking, and time management skills are essential.

13.    Ability to work independently or as part of a team.

14.    Ability to recognize and maintain confidentiality.
