July 10th – A Day of Reflection and Gratitude
Each year on July 10th, the U.S. Virgin Islands commemorates Juan Francisco Luis Day. A day set aside to honor the life, service, and legacy of one of the territory’s most impactful leaders. This day marks the birthday of the late Governor Juan Francisco Luis, a dedicated public servant who helped shape the modern Virgin Islands through his political leadership and advocacy for better healthcare and infrastructure.

A Trailblazer in Virgin Islands Politics
Juan Francisco Luis was first elected to the 10th Legislature of the Virgin Islands in 1972, where he served as a senator before seeking higher office. In 1974, he joined gubernatorial candidate Cyril E. King as his running mate for Lieutenant Governor. Together, they were elected to serve the people of the Virgin Islands.
Upon the passing of Governor King, Juan F. Luis assumed the role of Governor on January 2, 1978, and later became the third elected Governor of the Virgin Islands. He went on to serve until 1987, making him the longest-serving Governor in Virgin Islands history.
A Legacy in Healthcare
Governor Luis is remembered not only for his political accomplishments but also for his commitment to the well-being of Virgin Islanders. He was instrumental in securing federal funding for the construction of medical facilities across the territory. His efforts led to the development of the:
- Juan F. Luis Hospital and Medical Center on St. Croix
- Myrah Keating Smith Clinic on St. John
- Schneider Regional Medical Center on St. Thomas
In recognition of his work, our hospital in St. Croix proudly bears his name.
A Legacy That Lives On
Governor Luis passed away on June 4, 2011, but his legacy lives on through the institutions he helped build and the lives he touched. His tenure was marked by integrity, progress, and commitment to the dignity and stature of Virgin Islanders.
At the Juan F. Luis Hospital and Medical Center, we are especially proud to carry his name and uphold the values he championed: service, progress, and community-centered care.
