Solicitation Description: The Governor Juan F. Luis Hospital & Medical Center (JFLH) and Schneider Regional Medical Center (SRMC) are seeking a qualified, healthcare-specialized Bad Debt Collection Agency to manage and recover outstanding patient account balances that have been deemed uncollectible through internal billing and early-out self-pay collection activity. These services occur post-billing, post-financial-assistance, and post-internal collection activity. As such, they constitute formal bad debt recovery and must comply with all federal, territorial, and healthcare-specific regulations.
Background: JFLH and SRMC are acute care hospitals serving the U.S. Virgin Islands with a diverse payer mix that includes Medicare, Medicaid, commercial insurance, and self-pay patients.
After exhausting internal billing cycles, financial assistance screening, and early-out vendor efforts, remaining unpaid patient balances are classified as Bad Debt. These accounts require professional third-party recovery services that preserve patient dignity, protect the hospital’s reputation, maintain full regulatory compliance, and maximize recovery on aged receivables.
